
MR KAMENKO KOZARSKI, PRESIDENT OF THE MISDEMEANOR COURT, AS A GUEST LECTURER AT THE FACULTY OF LAW IN NOVI SAD
On 15 October 2018 we had the pleasure of welcoming Mr. Kamenko Kozarski, President of the Misdemeanor Court in Novi Sad, as a guest lecturer at the Faculty of Law for Commerce and Judiciary, University Business Academy in Novi Sad. In the Study Hall of the Faculty, Mr. Kozarski delivered a lecture on the topic: "Organization and the way in which misdemeanor courts in Serbia operate".
Prof. Milorad Bejatović Ph.D. gave an introductory speech and invited the present students to ask questions at the end of the lecture, as that was a unique opportunity to get answers from an expert in this field.
The President of the Misdemeanor Court in Novi Sad, Mr. Kozarski, spoke about the regulations that this Court applies in its work, gave a description of competencies, obligations, scope of authority of the Misdemeanor Court etc. The guest lecturer also presented to the audience the organizational structure of the Misdemeanor Court and addressed the principles of transparency, publicity and accountability the need to be obeyed in its work. The main and most important law applicable in the Misdemeanor Court is the Law on Misdemeanors. The judges typically apply about 270 regulations in their work, which are essential for the conduct of misdemeanor proceedings on a daily basis. The President of the Misdemeanor Court placed a particular emphasis on the following laws: The Law on Tax Procedure and Tax Administration, the Law on Road Traffic Safety, the Law on Public Peace and Order, the Law on Arms and Ammunition, etc. "There are numerous advantages of the mentioned laws and regulations, and the citizens have felt it themselves. However, the Constitutional Court has ruled that unpaid fines shall lead to more stringent consequences for citizens, such as the inability to register their vehicle or, if the courts cannot collect the receivables, the sentence will eventually be converted to imprisonment." - said Mr. Kamenko Kozarski.
At the end of the lecture, students started asking questions to which Mr. Kozarski gave detailed answers, followed with a commentary that the President of the Misdemeanor Court must be thoroughly informed, and therefore always ready to answer various questions related to their area of work.
